San Antonio Mayor Castro to deliver Democratic convention keynote

San Antonio Mayor Juli?n Castro will deliver the keynote speech at the Democratic National Convention in Charlotte, Democrats announced Tuesday in a move showcasing the weight of the Latino vote in the hard-fought 2012 campaign.

Castro, 37, will be the first Latino keynote speaker at a Democratic National Convention. He and First Lady Michelle Obama will address the gathering on its opening night, September 4.

In a video message, Castro called the high-profile mission "an honor I don't take lightly" and quipped "I've got some big shoes to fill" -- a direct reference to the 2004 Democratic convention, where a little-known Senate candidate from Illinois delivered the keynote speech. Four years later, Barack Obama was president.

Castro's video sounds like something of a dry run. He defends Obama's landmark health care overhaul, his record on national security and veterans' issues, and says the president "brought the economy back from the brink" after the 2007-2008 global financial meltdown. He also trumpets Obama's pursuit of the auto industry bailout and knocks Mitt Romney's editorial on the issue, which was entitled "Let Detroit Go Bankrupt." And he highlights private sector job growth ? which the president's reelection campaign hopes will prove an antidote to stubbornly high national unemployment of 8.2 percent and gloomy growth forecasts.

"I know he's not done yet. We've got a lot more work to do," Castro said. "Estamos unidos!" (We are united).

The news cements Castro's standing as a rising star in Democratic politics. A convention press release announcing the movie highlighte that Castro was "raised by a single mother" in "the working-class West Side of San Antonio" and went on ? like Obama ? to get a Harvard Law School degree.

"Having both the First Lady and Mayor Castro speak on the opening night of our convention will bring together two incredible leaders whose life stories both embody the promise of America, that if you work hard and play by the rules, you can make it," said Los Angeles Mayor Antonio Villaraigosa, the convention chair.

NEW DELHI (AP) ? India's energy crisis cascaded?over half the country Tuesday when three of its regional grids collapsed, leaving 620 million people without government-supplied electricity for several hours in, by far, the world's biggest-ever blackout.

Hundreds of trains stalled across the country and traffic lights went out, causing widespread traffic jams in New Delhi. Electric crematoria stopped operating, some with bodies half burnt, power officials said. Emergency workers rushed generators to coal mines to rescue miners trapped underground.

The massive failure ? a day after a similar, but smaller power failure ? has raised serious concerns about India's outdated infrastructure and the government's inability to meet its huge appetite for energy as the country aspires to become a regional economic superpower.

Power Minister Sushil Kumar Shinde blamed the new crisis on states taking more than their allotted share of electricity.

"Everyone overdraws from the grid. Just this morning I held a meeting with power officials from the states and I gave directions that states that overdraw should be punished. We have given instructions that their power supply could be cut," he told reporters.

The new power failure affected 620 million people across 20 of India's 28 states ? about double the population of the United States. The blackout was unusual in its reach, stretching from the border with Myanmar in the northeast to the Pakistani border about 3,000 kilometers (1,870 miles) away. Its impact, however, was softened by Indians' familiarity with frequent blackouts and the widespread use of backup generators for major businesses and key facilities such as hospitals and airports.

Shinde later said power was fully restored in the northeast grid four hours after it went down, and that the north grid had 45 percent power and the east grid 35 percent. R.N. Nayak, chairman of Power Grid Corp., which runs the nation's power system, said he expected to have full power later in the evening.

The outages came just a day after India's northern power grid collapsed for several hours. Indian officials managed to restore power several hours later, but at 1:05 p.m. Tuesday the northern grid collapsed again, said Shailendre Dubey, an official at the Uttar Pradesh Power Corp. in India's largest state. About the same time, the eastern grid failed and then the northeastern grid followed, energy officials in those regions said. The grids serve more than half India's population.

In West Bengal, express trains and local electric trains were stopped at stations across the state of West Bengal on the eastern grid. Crowds of people thronged the stations, waiting for any transport to take them to their destinations.

Chief Minister Mamata Banerjee said it would take at least 10 to 12 hours to restore power and asked office workers to go home.

"The situation is very grave. We are doing everything to restore power," West Bengal Power Minister Manish Gupta said.

New Delhi's Metro rail system, which serves about 1.8 million people a day, immediately shut down for the second day in a row. Police said they managed to evacuate Delhi's busy Rajiv Chowk station in under half an hour before closing the shutters.

S.K. Jain, 54, said he was on his way to file his income tax return when the Metro closed and now would almost certainly miss the deadline.

Tuesday's blackout eclipsed yesterday's in India, which covered territory including 370 million people. The third largest blackout affected 100 million people in Indonesia in 2005, according to reports by The Associated Press.

India's demand for electricity has soared along with its economy in recent years, but utilities have been unable to meet the growing needs. India's Central Electricity Authority reported power deficits of more than 8 percent in recent months.

In addition, vast amounts of power are pirated through unauthorized wiring that taps into the electrical system.

The power deficit was worsened by a weak monsoon that lowered hydroelectric generation and kept temperatures higher, further increasing electricity usage as people seek to cool off.

But any connection to the grid remains a luxury for many. One-third of India's households do not even have electricity to power a light bulb, according to last year's census.

Romney skips West Bank in Israel-centric visit

RAMALLAH, West Bank (AP) ? The Palestinian president watched from the sidelines Sunday as presidential hopeful Mitt Romney bonded with Israel's leaders in a visit seen by many in the West Bank as an attempt to boost his domestic Jewish support at their expense.

Romney did not request a meeting with Palestinian President Mahmoud Abbas, even though his West Bank compound is just 30 minutes by car from the candidate's Jerusalem hotel.

"This is his choice," Abbas aide Nimr Hamad said of Romney's decision to skip the West Bank during an Israel visit that began late Saturday and ends Monday.

Instead, Palestinian Prime Minister Salam Fayyad traveled to Romney's hotel on Sunday for a meeting.

Palestinian officials declined to be drawn out about the West Bank no-show, suggesting that despite Romney's strong pro-Israel stand, they don't want to stir up tensions with a man who could one day have great influence over their statehood aspirations.

West Bank officials said the main point of Romney's visit is to win the support of Jewish voters in the U.S. "He (Romney) did not come here because he believes that would harm his chances," Hamad said.

Romney's staff said the candidate had time for only one meeting with a Palestinian official.

By contrast, the atmosphere was friendly when Romney met with Israeli Prime Minister Benjamin Netanyahu on Sunday. The body language was relaxed, Netanyahu addressed his visitor as "Mitt" ? a casual reference even for informal Israel ? and he did not adopt the lecturing tone he has used with Romney's rival, President Barack Obama.

The two political conservatives share a worldview, and for Netanyahu, Romney's embrace of the Israeli government has been a welcome change from Obama's criticism.

A campaign stop in Israel appears to have become the norm for U.S. presidential candidates. Both Obama and then-rival John McCain made the trip four years ago. Obama found time to meet with Abbas, while Republican McCain also snubbed the Palestinian leader.

Fayyad, a U.S.-educated economist, said before Sunday's meeting that he planned to lay out the Palestinian positions on Mideast peace efforts. As prime minister, Fayyad is responsible for the day-to-day lives of Palestinians but does not play a role in Israeli-Palestinian peace negotiations. The talks broke off in 2008.

Abbas and Netanyahu disagree sharply over the conditions for renewing the talks. Abbas says he will return to the table only if Israel freezes settlement construction on occupied lands and accepts the pre-1967 war cease-fire line as a baseline for border talks, arguing that after two decades of fruitless negotiations, there's no point in talking without a clear framework.

Netanyahu refuses to halt settlement building or recognize the 1967 line as a reference, insisting that talks should proceed without preconditions.

Abbas' refusal to resume talks on Netanyahu's terms has strained his relations with the Obama administration.

There was no immediate word on the content of the Fayyad-Romney meeting.

The Republican candidate used a photo opportunity with the Palestinian prime minister to try to smooth over a gaffe he committed in London, the first stop of his foreign tour, where he criticized London's preparations for the Olympics.

Fayyad just returned from London, and Romney seized that as an opening to gush about the Olympics.

"An entertaining and delightful opening ceremony. Wasn't it spectacular?" the candidate said. "It really was. And the march of nations. There were many participants. And they sent women from every country."

A Story of Modern Day Gaming ? Console Wars | AnlenSoft



Traditionally gamers attribute the advent of gaming to the PC platform. Although it is true to a certain extent, video gaming itself dates back to early 50s. While the first game was a really simple version of Tic-Tac-Toe, Noughts and Crosses, gaming has now evolved into a multi-billion dollar industry.

In these modern times, gaming consoles have invaded our living rooms and has become an integral part of our life. Today, we are going to take a look back at the evolution of consoles over the years.

Early Birds

Odyssey

Gaming consoles go back to the early ?70s with the Magnavox Odyssey being the first of the many. Impressed with the Spacewars! demonstration, Ralph Baer set out to create the world?s most pristine console. Little did he know that his invention was going to rule the world. If you?re curious, Ralph received the National Medal of Technology for inventing the home console for video games.

Presidential honor

Odyssey had a lot of potential, but their poor marketing strategy took them down. It was Atari who took this concept to the masses with their hugely popular Arcade game ? Pong. On seeing this, Atari decided to take it the next level with Atari Pong, under the Sear Tele games label. This version of pong had an on-screen scorecard and an enticing sound whenever the paddle meets the ball. Needless to say, it was a huge success and many competitors followed, leaving the market flooded with consoles.

Cartridges and the Great Video Game Crash

Breaking from the Pong console culture, Fairchild came up with an innovative cartridge based console system, VES, in 1976. The console had a programmable microprocessor, while the cartridges only needed a single ROM with the instruction sets. This was a huge step at that time and literally set the tune for the industry for the time to come.

Atari 2600

Realizing that single game consoles are a thing of the past, Atari too came up with their legendary Atari 2600 or Atari VCS, as it was called then, in 1977 just before the first video game crash. Most of those single game devices kept piling on and the developers had no options than to sell them at a discounted price. It resulted in a heavy loss, and most companies filed for bankruptcy. Only the cash rich Atari and Magnavox were able to stem the tide.

The Rise and Fall Phoenixes

The first signs of revival appeared when Fairchild VES registered a profit in 1978. On seeing this, Magnavox added a programmable cartridge based gaming system to the Odyssey portfolio. Later that year, Atari ported their hugely successful arcade game Space Invaders to a cartridge. This spurred up the sales of Atari 2600 and gave the market a much-needed boost. This era also saw gory ad wars fought among major players.

The market again faced a huge crash in 1983. While the rise of home computers did have an impact, the poor quality of games made things worse. Atari built a lot of hype around E.T, which turned out to be a disaster. Atari lost millions of dollars, while many other developers lost their livelihood. Some even moved out of the console segment to other segments like home computer gaming. While the industry revived itself eventually, Atari was never been able to reach its former glory.

The market continued to be dull until Nintendo entrusted us with the daunting task of rescuing Mario?s princess. Nintendo improved the quality of gaming with its 8-bit beauty, the NES, which was the first to support high resolution spritess and tiled backgrounds.

Launched as Famicom in Japan, it gave us a lot of awesome games like Donkey Kong, Donkey Kong Jr., and Popeye, but due to a faulty chip, the initial iteration was not received well. However, the astute minds at Nintendo realized this quick enough and replaced all the faulty consoles with new ones. Reassured buyers went on to buy this in huge numbers for friends and family, making it a huge success.

NES

Back in America, the video gaming culture was declining and the likes of Atari did not have a clue on how to take it forward. Nintendo sensed an opportunity and closed in on the kill. They signed up a deal with Atari to bring Famicom across continents, but it fell through due to various reasons. Running out of patience, Nintendo decided to go solo despite many misgivings. The console or The Control Deck, as Nintendo preferred to call it, saw the light of the day in the year 1985, heralding a new era of gaming. The package itself was handcrafted with so many accessories like Zapper to attract youngsters, with my favourite being R.O.B, the toy robot.

While Nintendo was ruling the whole of Japan and America, Sega took consoles to Europe, and was fairly successful too. Despite having lower end hardware specs compared to the NES, Sega?s Master System was able to achieve higher scrolling performance. It went on to sell 13 million consoles worldwide.

Atari 7800

Atari finally released the 7800 series, with joysticks, in 1986. Powered by Atari?s custom-built 650C CPU, it was not able to compete with the other powerhouses. It was originally slated to replace the Atari 5200 in the ?80s, before the market crash but the project was shelved due to several reasons.

It was only after their fallout with Nintendo did they decide to dust off the old project. It was the first console to have backward compatibility without any additional modules and it was ranked #17 in the IGN?s list of game systems. However, they weren?t able to penetrate the market, thanks to the heavy competition put up by other vendors. Delaying the release and low-end hardware specs did not make things any easier. Even still, Atari managed to sell 4 million devices worldwide.

Many epic games like the Super Mario Bros., Legend of Zelda, Metal Gear appeared during this era. We also saw a glimpse of primitive RPG?s. With 8bit computing, the scope of video gaming had improved rapidly, and for the first time focus of the industry shifted towards quality gameplay from quantity. However, the defining moment didn?t arrive until handheld devices made a strong presence. Nintendo?s GameBoy literally setup this platform single handedly, and continued to be on the top until Sony?s PSP took over in the early 2000s.

A Japanese Invasion

Now that Atari was virtually routed, the fight was getting intense between Nintendo and Sega. This time Sega caught Nintendo sleeping, and launched the first of the successful next generation monsters powered by 16-bit chips. Amid much fanfare, the device was first introduced in the spring of ?88 in Japan, and in North America, 4 months later.

Sega Genesis, or better known as Sega Mega drive outside the US, was modeled closely around Sega?s 16-bit Arcade architecture. The sales were slow initially, but with successive release of ported arcade super hit games like Altered Beast, Ghouls n? Ghosts, proved its power and there was a spur in sales. Sega later ported Sonic the Hedgedog to its collection to compete with Mario and won that battle as well.

Mega Drive

Actually, Nintendo launched the first 16-bit gaming console, a full year before the Mega Drive. They came up with TurboGrafx-16, in collaboration with Hudson Soft and it was the first of the cavemen to use a CD-ROM. It did receive some initial attention, and even held the record for the world?s smallest game console but it lacked support from third party developers.

Moreover, the CD ROM was available as an add-on initially, and most of the popular games were available only on this new format. There was a huge shortage for this and a disaster was imminent. By the time Nintendo woke up, Sega swept them clean under their carpet, with some aggressive marketing.

Nintendo was struggling for to survive, while the board was fighting as to whether to launch a new productor not. Finally they made up their mind and unveiled the Super NES in 1991. Having burnt their finger in their previous attempt, Nintendo retained most of their revered developers. Initially only Super Mario World and F-Zero was available, but they were well received. This gave them enough boost to match up to Sega?s might. But the main battle was yet to be fought.

Report: Let private student loans be discharged in bankruptcy ...

Borrowers overwhelmed by private student loan debt often discover an ugly truth too late ? these loans can?t be discharged in bankruptcy like other types of consumer loans.

A new report on private student loans by the Consumer Financial Protection Bureau and the U.S. Department of Education suggests it may be time to change that. The agencies say these loans offer so little flexibility to struggling borrowers that Congress might consider revising the bankruptcy law given today?s tough economy.

Bankruptcy, of course, should never be entered into lightly because the repercussions are long-lasting. Those who file for bankruptcy end up paying higher interest rates for credit cards or for a mortgage, if they can get one. A bankruptcy can also knock you out of the running for a job. And the black mark stays on credit reports for as long as 10 years.

But when twentysomethings have $100,000 or more in private loans and little prospect of finding work, they need the kind of relief that will give them a fresh start. And that?s bankruptcy.

?The issue has gained a lot of attention and support as people become more aware of how different and more dangerous private loans are compared to federal loans, and how little recourse private loan borrowers have if they hit hard times,? said Lauren Asher, president of the California-based Project on Student Debt.

Asher adds that private loans are similar to credit cards ? but plastic can be discharged in bankruptcy.

?They don?t call credit cards financial aid when they?re used to pay tuition or books,? she said. ?Neither are private loans. ? They are a private and commercial product designed to make money. They are like credit cards and charge the highest rates [to those] who can least afford them.?

Before the mid-1970s, federal and private education loans could be wiped out in bankruptcy. Congress then started to restrict federal loans from being discharged. In the mid-1980s, private loans guaranteed by a nonprofit agency became exempt from bankruptcy. Many lenders took this route to make their loans bankruptcy-proof.

A 2005 bankruptcy law further shielded financial institutions ? giving their loans the same treatment as federal loans. Now, no education loan can be discharged without an ?undue hardship,? a hurdle rarely overcome.

It?s so rare, in fact, that a bankruptcy judge in Baltimore made national headlines recently when he discharged about $340,000 in student loans, says Robert Grossbart, a Baltimore bankruptcy attorney. The borrower suffered from a disorder that prevented her from working.

The CFPB and the Education Department noted that the congressional record has little to say about why private loans in 2005 needed special treatment over other consumer loans. The two agencies said they found little evidence that the change has resulted in lower loan prices to consumers or greater access to credit.

Lenders aren?t happy about the prospect of bankruptcy changes.

?We made a contract with students to repay their loans, and that?s how the banking system operates,? said Richard Hunt, president of the Washington-based Consumer Bankers Association. Hunt predicts a rush of bankruptcy filings if private student loans are allowed to be discharged in bankruptcy.

And if banks continue to make loans after the law is changed, Hunt said, ?there is no question you will get an increase in interest rates.?

Student loan giant Sallie Mae has been open to compromise, supporting a bankruptcy option for loans after borrowers made good-faith payments for five to seven years.

Otherwise, new grads with high debt and few assets could immediately file for bankruptcy, Sallie Mae?s president, Jack Remondi, warned during a congressional hearing last week That was why student loans became exempt in the first place, he said.

Sallie Mae contends that if private loans become dischargeable in bankruptcy, so should federal loans.

But federal loans aren?t the big problem.

When borrowers get into trouble with federal loans, they can get a deferral, forbearance or choice of flexible repayment methods. For instance, borrowers with high debt and low incomes can qualify for an income-based repayment plan that reduces monthly payments ? to zero in some cases. The government also offers loan forgiveness for public service workers.

VALLEJO, Calif. (AP) ? Mechanical problems were not to blame for the stalling of a roller coaster carrying a dozen people at a Northern California theme park while the coaster was about 150 feet above the ground, park officials said Monday.

The riders were stranded upright aboard the new Superman Ultimate Flight roller coaster at Six Flags Discovery Kingdom in Vallejo for less than 90 minutes Sunday afternoon before the roller coaster was restarted.

Park spokeswoman Nancy Chan told The Associated Press that crews found no mechanical problems with the new ride or track.

They are still investigating what caused the coaster to stall and plan to run its cars later Monday.

Vallejo firefighters arrived at the park around 3 p.m. after the coaster stalled. A theme park crane equipped with a large personnel bucket was prepared to reach the riders.

Two firefighters and a park mechanic were lifted up in the bucket and gave water bottles to the riders, according to the Vallejo Times-Herald (http://bit.ly/MtKFQd ).

A park mechanic eventually restarted the ride, which then went backward and lowered the riders safely to the ground.

Fire Battalion Chief Ray Jackson said firefighters were prepared to take riders down in the bucket if the coaster couldn't be restarted.

None of the stranded riders was injured, Jackson said.

The ride opened June 30. It holds two cars with six riders each and can travel up to 62 mph.

Syria strikes putting "nail in Assad's own coffin," Panetta says

TUNIS (Reuters) - Attacks on the Syrian city of Aleppo are putting the nail in the coffin of President Bashar al-Assad's government, showing he lacks the legitimacy to rule, U.S. Defense Secretary Leon Panetta said on Sunday.

Panetta, speaking at the start of a weeklong trip to the Middle East and North Africa, did not offer any new steps the United States might take even as he renewed calls for a united international effort "to bring the Assad regime down."

Helicopter gunships opened fire over Aleppo on Sunday and the thud of artillery boomed across neighborhoods as government forces and rebels fought for control of the city.

"If they continue this kind of tragic attack on their own people in Aleppo, I think it ultimately will be a nail in Assad's own coffin," Panetta said, speaking to reporters shortly before landing in Tunis.

"What Assad has been doing to his own people and what he continues to do to his own people makes clear that his regime is coming to an end. It's lost all legitimacy," he said, adding, "It's no longer a question of whether he's coming to an end, it's when."

Panetta mentioned the need to "provide assistance to the opposition," but did not appear to signal any new support.

The United States has said it is stepping up assistance to Syria's fractured opposition, although it remains limited to non-lethal supplies such as communications gear and medical equipment.

Reuters has learned that the White House has crafted a presidential directive, called a "finding," that would authorize greater covert assistance for the rebels, but stop short of arming them.

Panetta said he expected Syria to loom large in talks this week with leaders in Israel and Jordan, and flagged concerns about the security of Syria's chemical and biological weapons sites and the flow of Syrian refugees.

His trip began with a visit to Tunisia, which Washington has held up as a model for democratic change in the Middle East after a popular revolt forced autocratic leader Zine al-Abidine Ben Ali to flee the country on January 14, 2011, touching off a wave of political unrest across the Arab world.

The North African country has since calmly elected its own government, defying predictions it would descend into chaos, while Ben Ali's secret police has been disbanded and the news media enjoy unprecedented freedoms.

Still, Panetta said Tunisia had growing concerns about how to deal with the threat from al Qaeda and how to protect its borders.

NO ISRAELI DECISION ON IRAN

Panetta's visit to Israel later in the week is expected to include discussions on the threat from Iran's nuclear program, and will follow U.S. Republican presidential candidate Mitt Romney visit there on Sunday.

Earlier on Sunday, a senior aide to Romney said the candidate would respect an Israeli decision to use military force to stop Iran from developing a nuclear weapon. Romney himself balked at repeating that position when asked by CBS' "Face the Nation" program [ID:nL6E8IT0OY].

Panetta declined to comment on the Romney aide's remarks but appeared to suggest an Israeli attack was hardly a foregone conclusion.

"With regards to where Israel is right now, my view is that they have not made any decisions with regards to Iran and that they continue to support the international effort to bring pressure against Iran," Panetta said.

As Romney tries to portray U.S.-Israeli ties as strained, Panetta said there was unprecedented defense cooperation between the two countries.

"I'm proud of the defense partnership that we've built over the past several years. The U.S.-Israel defense relationship, I believe, is stronger today than it has been in the past," he said.

After visiting Tunisia, Panetta is expected to travel to Egypt to hold talks with newly elected Islamist President Mohamed Mursi and military chief Field Marshall Hussein Tantawi.

Panetta said he would urge the Egyptian government to complete the transition to full civilian rule and provide for as "broad a coalition as possible" within the government.
